This is my first synopsis for the investigation of Officer Grigori Rumianstev. So far in my investigation I have discerned that the suspect is from south-side Kiev and enrolled in the police academy at the age of eighteen. Records of his family and siblings indicate minor run-ins with the law and nothing that leads me to believe this is a familial behavior.
After interviewing several higher-ups from when the suspect joined the force I have found out that the suspect joined the Kiev police force soon after his academy training in 2170 had been completed. His scores were high compared to the average, and seemed to come to a surprise to many of his higher-ups that he could potentially be involved in racketeering.
The suspect was believed to of been manipulated or otherwise persuaded into these activities by a Sergeant by the name of Vladimir Tarkov, another officer currently under investigation, and one Officer Alexey Cheznov, believed to be working with Sergeant Tarkov.

Sergeant Tarkov and Officer Cheznov have been found murdered on 24th South Street. Their murder is being labeled as a part of a gangland shooting, but has been remained open pending investigation. The main suspect, Grigori Rumianstev, is speculated to of somehow set up their executions as a part of his suspected involvement in the Racketeering case against the trio.
We will be working closely with internal affairs to further the investigation of Officer Grigori Rumianstev in hopes that more concrete evidence will be brought to light, as thus far we have only circumstantial evidence we believe we cannot hold on the suspect on. We have put an unmarked vehicle on Grigori Rumianstev at all times, and he has been removed from field duty indefinitely pending investigation.

Work on the case against suspect Grigori Rumianstev has been slow and arduous. Very little evidence has been brought to light other than more potential circumstantial evidence. While some of it points towards his racketeering very little of it points towards the murders of Sergeant Tarkov and Officer Cheznov.
We believe, however, we have come close to a breakthrough in the case, as the suspect resigned only days before we were willing to present our newly found evidence in an attempt to garner a lasting arrest against the suspect. This will not be possible unless he is found or willingly comes in.

There has been no word from or about Grigori Rumianstev in the last several months. It is believed that he has removed himself from Kiev and possibly the entire country by this point. This case is entering a pending state indefinitely until more evidence or substantial information regarding the suspect arises.

I have received word from a contact right here in Kiev that a man fitting Grigori Rumianstev’s description had arrived as a part of a criminal transaction of firearms. According to my contact the suspect is a smuggler with connections to not only the Yoshida Syndicate crime conglomerate, but also has direct affiliation with close members inside the organization. He has apparently been going by the alias ‘Combo’, and has been a well-known murderer and smuggler in and around Omega for the last few years. Although I cannot confirm any of this information I feel it is pertinent to be placed in this investigative report as a note for future’s sake.
